The £100 Parking Charge Was Never Agreed With Drivers
£100 looks like a settled price. It's an industry cap in use since at least 2009, kept by the government because it says it lacks evidence for a lower deterrent. Its own draft code says the cap doesn't make a charge fair, recoverable or payable, and the debt-recovery route can take a demand to £170.
